Introduction and Objective: A strong organizational culture can be recognized as a primary factor in fostering collaboration and participation among employees. The aim of this article is to examine the status of organizational culture using a participatory culture strategy approach at the Tehran Urban Studies and Planning Center.
Method: This study is considered applied-developmental research, based on quantitative data collection through questionnaires. The statistical population consists of managers and employees of the Tehran Urban Studies and Planning Center, totaling 155 individuals. The sample size was determined to be 110 individuals using Cochran's formula.
Results: After ensuring the adequacy of model fit, the structural equation model was confirmed based on the research pattern and recent changes in confirmatory factor analysis. Since the model fit was good, there was no need to remove indicators from the model or draw covariance between errors.
Conclusion:: Based on the results of structural equations, the path coefficient from internal environment to main phenomenon is 0.87, from external environment to main phenomenon is 0.59, from external environment to moderating factors is 0.61, from main phenomenon to moderating factors is 0.68, from institutional requirements to moderating factors is 0.79, and from moderating factors to outcomes is 0.69.
