Introduction and objective: Collection,treatment and sanitation waste water one of the sensitive issues in management planning and urban development .sewage sensitive to it’s relationship with the public health community,the huge investment,land scarcity, pollution of water resources, environment suitable is for ancillary facilities and waste water disposal. Therefore, in developing comprehensive urban planning and development, selection of suitable sites for equipment,construction of a sewage treatment plant with regard to sustainable urban development criteria, constraints and environmental standards seems essential.Most of organization that have to deal with this kind of non-scientific methods is used his delegated to blur the role of decision- making and consequently the programs. This study selected a suitable location( the optimal decision) for the construction of a sewage treatment plant with approach of quantitative models compared with non-scientific methods.in view of the nature and terms of the average basic data about the dominance model is selected.
Method: This is an applied research in terms of purpose and approach quasi experimental design approach. We also study methods of collecting aspect, the theoretical, descriptive and data.
Conclusion: The results show that use of scientific models have a huge impact important and promotion decisions relating to urban planning and development facilities are available.
