The arbitrator has no right to make a copy of the article provided to him for arbitration. The referee has no right to leave unanswered the article that was given to him for judging and to suspend the author. The reviewer (and members of the editorial board) have no right to use the data, interpretations and discussions presented in the article without the permission of the author of the article.
The referee should judge the article as soon as possible and announce the results to the editor according to a specific standard and with certain reasons. If the referee suspects that the author of the article has committed an act contrary to the ethics of research or the ethics of publication (transfer, republishing and fraud in data collection and analysis, etc.), he must inform the editor.
